    Interactive Multiple Object Tracking (iMOT)

    We introduce a new task for exploring the relationship between action and attention. In this interactive multiple object tracking (iMOT) task, implemented as an iPad app, participants were presented with a display of multiple, visually identical disks which moved independently. The task was to prevent any collisions during a fixed duration. Participants could perturb object trajectories via the touchscreen. In Experiment 1, we used a staircase procedure to measure the ability to control moving objects. Object speed was set to 1°/s. On average participants could control 8.4 items without collision. Individual control strategies were quite variable, but did not predict overall performance. In Experiment 2, we compared iMOT with standard MOT performance using identical displays. Object speed was set to 2°/s. Participants could reliably control more objects (M = 6.6) than they could track (M = 4.0), but performance in the two tasks was positively correlated. In Experiment 3, we used a dual-task design. Compared to single-task baseline, iMOT performance decreased and MOT performance increased when the two tasks had to be completed together. Overall, these findings suggest: 1) There is a clear limit to the number of items that can be simultaneously controlled, for a given speed and display density; 2) participants can control more items than they can track; 3) task-relevant action appears not to disrupt MOT performance in the current experimental context

    Relinquishing and Governing the Volatile: The Many Afghanistans and Critical Research Agendas of NATO's Governance

    This article invites academics and policy analysts to examine the mechanisms and legacy of NATO's security and development governance of Afghan social spaces by using critical theory concepts. It argues that such scholarly endeavors are growing in importance as the United States and NATO gradually pull their troops out of Afghanistan. Thus, the article suggests a broad twofold research agenda. First, it points out that researching social spaces such as towns, villages, marketplaces, and neighborhoods beyond the realm of intergovernmental politics can lead to thick descriptions of how such places have been governed from within by agents external to them. Second, the study argues for a multifaceted examination of instruments, strategies, and institutions of security governance, its conduct and social effects by deploying critical and Foucauldian concepts such as the rationality and apparatuses of power relations. Thereby, it proposes an inquiry into Provincial Reconstruction Teams and Afghan National Security Forces as spatially and temporally specific apparatuses of surveillance and security

    Inter-institutional decision-making: The case of the Common Agricultural Policy

    The dominant portrayal of the policy process around the Common Agricultural Policy (CAP) emphasises a system of inter-governmental bargaining, close links between institutions and farming interests, and compartmentalised closed policy networks. This article considers how inter-institutional relationships might be reshaped by the extension of 'co-decision' powers to the European Parliament in the Lisbon Treaty. This raises the possibility that policy proposals and outcomes may increasingly reflect the participation of a broader range of actors and interests. Using four scenarios that reflect different institutional configurations, a preliminary analysis of the 2011 dairy regime proposals (the 'Milk Package') is used to draw some conclusions about whether the agricultural policy agenda is likely to be broadened through de-compartmentalisation, leading to a more fluid policy arena characterised by more actors with conflicting values. © 2012 Policy and Society Associates (APSS)

    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    Taming trilogues: the EU's law-making process in a comparative perspective.

    Trilogues have become the modus operandi of EU decision-making. They are an informal but institutionalised mechanism providing for in camera discussions of legislative texts between the three main EU decision-making institutions, with a view to securing legislative compromises. Trilogues present risks to an organ of parliamentary representation through their potential to depoliticise conflict and by reducing the accountability and transparency of the decision-making process. We examine how the European Parliament (EP) has responded to trilogues and what this response tells us about the development of the EP as an institutionalised organ of representative democracy. We compare these with arrangements for bicameral conflict resolution in the United States, where similar issues are presented by informal mechanisms of decision-making. We assess the institutionalisation of trilogues from a democratic perspective, highlighting achievements and future challenges, and the value of these findings for the ongoing reflection on the EP as a normal parliament and the role of informal institutions in EU law-making

    The ideational narrative power of law has now solidified, and continues to solidify, ‘European Union health law’, into an entity with a distinctive legal identity. EU health law was previously seen as either non-existent, or so broad as to be meaningless, or as existing only in relations between EU law and health (the ‘and’ approach), or as consisting of a body of barely or loosely connected policy domains (the ‘patchwork’ approach). The process of bringing EU health law into being is a process of narration.
